Competition
The building was made to accommodate all the services of the Loures City Council currently scattered throughout the city. The program is essentially constituted by offices, which pretend to be as flexible as possible taking into account the foreseeable alterations of the internal organization of the services. One of the earliest concerns was to develop a rather unitary building on a strongly identifiable image. Associated with this idea, was also the idea of cohesion and contact between several services. All workspaces are looking at each other and towards a wide and large outdoor public space, the garden square that is located in the interior of the block. In contrast to the interior of the building, the exterior is essentially opaque, being organized along a cradle to where the service spaces are located.
